However, with the deployment of the State Council requirements compared with the global and national LED industry the rapid development of the situation in comparison, compared with the general requirements of the city's economic and social development and market demand, the development of LED lighting industry in our city there are still large gaps and deficiencies, especially for the LED lighting industry in our city most of the private enterprises in general small scale problems, is one of the highlights of the weak link.

In response to the national energy saving and emission reduction calls, mayor Huang Qifan in the "two sessions" on the "government work report", once again stressed the need to promote resource conservation and pollution reduction....... Promote green buildings and green lighting." We believe that in our city better and more quickly and comprehensively promote the green LED lighting, need to work together in the areas of the city in all walks of life, especially in the LED lighting industry to have a group of strong economic strength, strong technical team, strong innovation ability, the products have obvious advantages of leading enterprises for their support. Look around our city LED lighting industry, the above standards to achieve a small number of enterprises. The mayor in this year's "NPC and CPPCC" period in a delegation said: "in recent years, the number of enterprises every year to maintain more than 15% growth, which fully shows that the Chongqing non-public economic development environment is good, but we must also clearly see that the Chongqing local private economy, especially the private industrial development speed, to encourage local Chongqing private enterprises spare no effort to catch up in the industrial field."  "Especially to promote local private enterprises to develop, to seize new economic growth point, and." In our opinion, mayor Huang's remarks are in line with the actual situation in the city, but also in line with the actual development of our city's LED industry, thus pointing out the direction for the development of LED industry in our city.
In order to better promote the municipal government of Chongqing encourage local private enterprises in the industrial field, spare no effort to catch up "to promote local private enterprises to develop, to seize new economic growth point, to promote" green lighting "and" deployment requirements as soon as possible, bigger and stronger in our city LED industry cluster in a relatively short period of time, we put forward the following suggestions:

First, to the municipal government to "national basic public service system of" 12th Five-Year "plan", "the State Council on accelerating the promotion of energy management contract to promote the development of energy saving service industry views" (i.e. issued No. [2010]25), the State Council executive meeting decided as a guide, in accordance with the national Ministry of finance, the national development and Reform Commission Cai Jian [2010]249 article "Interim Measures" contract energy management project financial incentives and regulations in our city this year "government work report", referring to Guangdong Province, Guizhou Province, Sichuan Province, the practice and experience, making use of the "LED Chongqing to promote the implementation of green lighting project" as soon as possible, on the application of LED lighting to make specific deployment planning promote the city as soon as possible to form a system of promotion and application of LED lighting products;

Two, the municipal government to make full use of the elimination of high energy consumption of public lighting resources, namely the implementation of green lighting, the government should gradually eliminate the city lights, office lighting lamps are the use of high energy consumption, select local production enterprises in this process only participate in the green lighting applications work. Through a variety of ways for our city LED production enterprises filtering, screening, and gradually produce a group of LED leading production enterprises, bigger and stronger our city LED industry cluster. To do this, it is recommended to do the following tasks:
(1) the municipal government sets up a leading group for the promotion of LED green lighting. Municipal government led by the Municipal Commission by letter, the municipal development and Reform Commission, the Municipal Finance Bureau, municipal authorities, the municipal political commissar, the Municipal Commission, the Municipal Electronic Bureau and the district government, Liangjiang New Area and related departments to participate.

(two) select the screening conditions for the production enterprises of LED lighting lamps in the whole city. The recommended screening condition is: J must be production enterprises (with material purchasing invoice as evidence; K) registered in Chongqing more than two years; l won the "Chongqing city focus on encouraging the procurement of products, the" catalogue for the guidance of "Chongqing municipal energy service company" and "Chongqing city and road lighting engineering construction qualification" certification; m nearly a year has a number of "green lighting" project case.

(three) the government at all levels of the phasing out of high energy consumption of public lighting renovation project of this resource, list the application of "green lighting", the project department to select the number of local LED production enterprises, public selection by green lighting promotion leading group in the mode of implementation in accordance with national requirements, 1 million yuan of the following projects can not open tender]. In the course of implementation, we will screen out local manufacturing enterprises with technological and production strength, and lay a foundation for our city to become bigger and stronger LED industrial clusters.

(four) introduce the policy of supporting LED green lighting application. The municipal government formulated the provisions on the cessation of the use of high energy consumption lamps for public lighting, thus promoting the application of LED green lighting.

(five) bigger and stronger LED industry park. The northern New District, Beibei District, Qianjiang District, Wulong county and other districts and counties have LED industrial parks, the city can increase support for the cultivation and development of the city's LED industrial cluster to create a good external environment.
